Council Federation. . .

Each council is autonomous, having its own constitution, officers, and meeting schedule, but relies on Local 604 for information, aid and advice when needed.

The council program is worked out cooperatively by the members of each council. Council publications and programs deal primarily with district issues. Their members elect council officers. Each council sends representatives to the Local Senate.
